EDF Human Rights (Prisons) Programme

Background

In 2004-06, the Uganda Prison Service (UPS) obtained funding from the European Development Fund (EDF) of the European Union (EU) to undertake various activities. The EU supports Government of Uganda programmes under funding cycles and this funding was under the 8th funding cycle - the 8th EDF support.

Under the 8th EDF, Uganda Prisons undertook a baseline survey (study) to assess the human rights situation in prisons and possible causes .

1. The survey identified the following issues as major causes of human rights violation for persons under detention.

H.E President Yoweri Museveni on 7th April, 2017 commissioned 73 Cadet Assistant Superintendents of Prisons, 128 Cadet Principal Officers and 122 officers on staff and command course at the Prisons Academy and Training School in Luzira.

Welfare and Rehabilitation

The Welfare and Rehabilitation Division falls under the Directorate of Correctional Services and is overseen by the Department of Rehabilitation Services. Headed by an Assistant Commissioner, the Division was established in 1974 to be at the forefront of rehabilitating and resettling inmates through diverse interventions.
