VACANCY ANNOUNCEMENT

The Uganda Prisons Service has received support from the Centers for Disease Control and Prevention to provide comprehensive HIV/AIDS, STI and TB services to prisoners and staff of the Prisons Service. The project that spans the period 1st April, 2015 to 31stMarch, 2020 is being implemented by the Department of Prisons Health Services.

The Uganda Prisons Service is seeking applications from suitably qualified Ugandans to fill the following vacant posts under the CDC Project:

1.  

Job title: CLINICAL ADVISOR (1 Post)

Reports to: Principal Investigator

Directly supervises: Biostatistician
                  

Main Purpose of the Job:       

To provide clinical expertise, advice, leadership, and support to the Prisons Service in the consistent delivery of a high quality, client-focused HIV/AIDS services that match the needs of the prisons population and provides value for money.

Key Duties and Responsibilities

a)   

Ensures that the national HIV/AIDS policies are aligned with prisons environment to meet cooperative agreement objectives.

b)  

Provides technical and clinical guidance, leadership and support to regional clinics on HIV/AIDS management.

c)   

Coordinates the work schedule and reports.

d)  

Ensures that human resource capacity needs are available and functional.

Person Specifications

Qualifications

a)   

MB Ch B. or its equivalent from a recognized University/Institution.

b)  

Must be registered with the Medical and Dental Practitioners’ Council.

Working Experience

Should have thorough knowledge of Health Service delivery in places of detention and working with armed forces gained over a period of at least five years’ experience.

Demonstrable knowledge of HIV/AIDS programming will be an added advantage.

Ethics and integrity.

The Clinical Advisor must be a dynamic and highly self-motivated person with the ability to work under pressure and meet tight reporting deadlines and will be required to travel frequently and spend 60% of the time in the field.

2. Job title: PREVENTION SPECIALIST (1 POST)

 Reports to: Principal Investigator and Clinical Advisor

                                     

Main Purpose of the Job:       

Provide professional and Ethical application for basic tasks and responsibilities of Prevention activities to include among others; client and community education, referrals, service coordination and documentation.

Key Duties and Responsibilities

a)   

Ensures that all prevention materials have been converted to fit the prison perspective and displayed where they can be seen by both prisoners and staff.

b)  

Ensure that available prevention strategies that have been recommended are used at prisons and the approaches capture both the prisoner and staff environment.

c)   

Address the issues of stigma especially among staff clients.

d)  

Establish a prevention mechanism at every region for all the 16 regions.

Person Specifications

Qualifications

a)   

Must have a Master’s degree in Gender and law or a related field or its equivalent from a recognized University/Institution.

b)  

A  Bachelor’s Degree in adult and community education from a recognized University.

c)   

Any other qualifications in administrative law are an added advantage.

Working Experience

Should have thorough knowledge of Health Service Management gained over a period of at least 5 years’ experience.

Demonstrable knowledge of HIV/AIDS programming will be an added advantage.

3.  

Job title: LABORATORY COORDINATOR (1 post)

Reports to: Principle Investigator and Clinical Advisor

Directly supervises: Regional Laboratories 

Main Purpose of the Job:

Maintains medical laboratory equipment performance by establishing quality standards; developing operations, quality and troubleshooting procedures; ensure staff compliance; certifying instrument performance; arranging equipment replacement, service and repair.         

Key Duties and Responsibilities

a)   

Ensures All Laboratories have personnel

b)  

Ensures all the necessary equipment is available and functional.

c)   

Ensures reagents are in adequate supply.

d)  

Ensures adherence to quality control requirements.

e)   

Coordinate proficiency testing for all HIV testers.

f)    

Ensures coordination with UVRI of all laboratory quality assurance service for the program.

g)  

Coordinate Viral Load testing and reporting by all implementing facilities.

Person Specifications

Qualifications

Must have a Bachelors degree in Medical laboratory sciences and at least three years laboratory or related experience;

Experience

Should have thorough knowledge of Health Service Management gained over a period of at least 3 years’ experience.

Demonstrable knowledge of HIV/AIDS programming will be an added advantage.

Key Competencies required.

a)   

Knowledgeable in both medical technology and management principles

b)  

Excellent interpersonal communication skills and able to lead and direct others;

c)   

Report Writing;

d)  

Teamwork;

e)   

High levels of ethics and integrity.

The Laboratory Coordinator must be a dynamic and highly self-motivated person with the ability to work under pressure and meet tight reporting deadlines and will be required to travel frequently and spend 60% of the time in the field.

Terms of employment

The posts of Clinical Advisor, Prevention Specialists and Laboratory Coordinator will be on local contract of 12 months renewable upon satisfactory performance and very good disciplinary track record.
