VACANCY ANNOUNCEMENT FOR THE POSTS OF GRANT OFFICER, BIO-STATISTICIAN, PREVENTION SPECIALIST AND ADMINISTRATIVE ASSISTANT

The Uganda Prisons Service has received support from the Center for Disease Control and Prevention (CDC) to provide comprehensive HIV/AIDS, STI and TB services to prisoners and its staff. The project that spans the period 1st April, 2015 to 31st March, 2020 is being implemented by the Uganda Prisons Health Services Department. The success of these programs requires high-quality contract management and understanding of all aspects of program reporting and evaluation with demonstrable outcomes.

Uganda Prisons Service is, therefore, seeking to recruit suitably qualified Ugandans to fill the following vacant posts under the CDC Project:

1. Prevention Specialist (3 Posts)

Reports to: Regional Health Coordinator

Main Purpose of the Job:

To provide professional and ethical services for effective prevention and control of HIV/AIDs and other communicable diseases such as STI and TB through strategic interventions inclusive of client and community education, problem identification and referrals, service coordination, documentation and information dissemination to inmates, staff and community of Uganda Prisons Service.

Person Specifications

The applicant must be a Ugandan and in possession of the following:

i. Qualifications

a) An honours Bachelor’s Degree in Social Work and Social Administration, Organisational or Community Psychology, Development Studies and/or Social Sciences majoring in Psychology and Counseling.
b) Post-graduate degree or diploma in any of the relevant disciplines is an added advantage.
c) Relevant working experience of at least two (2) years in health service management environment with demonstrable knowledge of HIV/AIDS programming.

ii. Key required competencies.

The Prevention Specialist must be a dynamic and highly self-motivated person with the ability to work under pressure and meet tight reporting deadlines and be willing to travel frequently and spend 60% of the time in the field. S/he should have the capacity to adjust to varying situations to meet emergency or changing program requirements.

k) Ability to plan, develop, implement and maintain project management tools to track grant project/program work plans, including administrative reporting timelines and deliverables.
l) Knowledge of multiple approaches to primary prevention strategies, as well as, secondary and tertiary (high risk assessment and response) strategies for prevention and control of HIV/AIDs, STI and TB.

Key Duties and Responsibilities

The incumbent will be responsible for performing the following duties:
a. Customising all prevention materials to fit the prison perspective and display them where they can be seen by both prisoners and staff.
b. Monitoring the implementation of prevention strategies / approaches or interventions in all prison units targeting both the prisoners and staff environment.
c. Coordinating prevention activities in the region with a view of aligning prevention strategies and interventions within the prison system to the PEPFAR prevention core goals and priorities for key populations.
d. Providing oversight lead in undertaking research on current issues and trends for addressing issues of HIV/AIDs stigma and SGBV especially among prisoner clients.
e. Establishing a prevention mechanism at each of the 16 regions including:
• Collaborating with civic organizations, religious groups, and other community-based organizations on all aspects of HIV/AIDs awareness campaigns, outreach and communication opportunities for providing informative messages to the clientele.
• Networking with other prevention and social service agencies / partners to include prevention, intervention, treatment, mental health, etc. in order to provide comprehensive services, identify needs, and make referrals as necessary.
f. Coordinating data collection protocols, documentation of all program activities and quality improvement initiatives.
g. Submitting program reports and records according to the set program reporting timelines and outcomes.
h. Evaluating the effectiveness and impact of program deliverables and briefing Regional Prisons Commanders (RPCs) and Officers-In-Charge (OCs) on the performance of program activities in the region.
i. Performing any other duties as assigned from time to time.

2. Grants Officer (1 post)

Reports to: Business Manager

Main Purpose of the Job:

To monitor project activities and grants requirements geared towards effective prevention and control of HIV/AIDs and other communicable diseases among inmates, staff and community of Uganda Prisons Service.

Person Specifications

The applicant must be a Ugandan and in possession of the following:
i. Qualifications

a. An honours Bachelor’s Degree in Commerce or Business Administration with Finance & Accounting option; Finance and Accounting; Project Management from a recognized University.
b. Post-graduate degree or diploma in any of the relevant disciplines is an added advantage.
c. Relevant working experience of at least two (2) years in project management, data
management with familiarity with data systems and business processes

j. Key required competencies.

The Grants Officer will be motivated by a passion for the CDC mission and a drive for continuous learning and improvement. S/he should have vast knowledge in HIV/TB project planning and management and exact professional and ethical standards with an eye towards creativity and innovation.

This role requires an individual who can balance strong attention to detail and analytical skills with an engaging, consultative, relationship-focused approach to working with people.

Key Duties and Responsibilities

The incumbent will be responsible for performing the following duties:
a. Preparing technical budget narratives for Grant applications.
b. Analyzing all grants processes, provide enhancements to all grant programs Monitoring program budgets and expenditure in liaison with the Project PI and Business Manager.
c. Analyzing budget trends and making recommendations for cost control for various grants.
d. Monitoring and documenting the grants making workflow processes, forms, templates, reports and data to assure full compliance with internal controls, financial, program audit and legal requirements.
e. Compiling monthly, quarterly and annual budget and performance reports and data analysis on all grants related activities as per set program reporting timelines and outcomes for analyzing all annual progress and performance review on grants expenditure.
f. Administering all grant management processes according to policies and procedures as provided for by the United States Government Guidelines on project activities.
g. Preparing FFR in liaison with the Finance and Administration Officer for uploading by Principal Investigator (PI) and Business Manager (BM).
h. Generating accurate and adequate paper and electronic reports required for compliance and financial statement audits in liaison Finance and Administration Officer.
i. Managing the grant-making database system including managing data hierarchy, data quality, data retrieval, coding and reporting, particularly with respect to compliance, monitoring, evaluation, and learning.
j. Performing any other duties assigned from time to time.

3. Biostatistician (1 Post)

Reports to: Principal Investigator

Main Purpose of the Job:

To provide technical and ethical services in monitoring and evaluating CDC project activities, supporting health management information system of Uganda Prisons Health Services and data management of the Prisons Health System including Co.Ag that are vital for effective prevention and control of HIV/AIDs and other communicable diseases such as STI and TB among inmates, staff and community of Uganda Prisons Service.

Person Specifications

The applicant must be a Ugandan and in possession of the following:

iii. Qualifications

a. An honours Bachelor’s Degree in Biostatistics, Statistics or Quantitative Economics from a recognized university.
b. Post-graduate degree or diploma in any of the relevant disciplines is an added advantage.
c. Demonstrated knowledge of at least one statistical programming language such as SAS or R.
d. Any relevant working experience in project management, data

iv. Key required competencies.

This position requires a solid knowledge of standard statistical analysis procedures and ability to work on several projects simultaneously and manage deadlines.

Key Duties and Responsibilities

The incumbent will be responsible for performing the following duties:
a. Coordinating with METS to ensure availability of all data tools at each facility
b. Facilitating health data collection, analyses, processing, storage and retrieval.
c. Compiling and submitting reports and statistical results in compliance with statistical programming and analysis standards and set program reporting timelines and outcomes.
d. Maintaining and updating DHIS System.
e. Initiating, planning and implementing measures for maintaining data security.
f. Providing basic statistical analysis support in reviewing data for discrepancies, creating analysis datasets, preparation and submission of abstracts and manuscripts.
g. Collaborating in support supervision programmes
h. Training and mentoring regional data managers of staff
i. Supporting health research programmes and activities as well as analysis of plans and interpretation of study data
j. Performing any other duties as assigned from time to time.

4. Administrative Assistant (1 Post)

Reports to: Finance and Administration Officer

Main Purpose of the Job:

To provide support services to managers, other employees and clients/visitors by handling a variety of clerical and administrative tasks and providing polite, helpful and positive presence for ensuring that all interactions between CDC and other organisations are positive and productive.

Person Specifications

The applicant must be a non-graduate Ugandan and in possession of the following:

a. Qualifications

a. Uganda Advanced Certificate of Education (UACE) PLUS
b. Certificate in any one of the following disciplines: computer applications, office management, leisure and hospitality management, public relations and customer and any other relevant disciplines.
c. Diploma in any one of the above relevant disciplines is desirable.
d. Prior relevant administrative working experience will be an added advantage.

b. Key required competencies.

This position requires a versatile, multi-tasker and dedicated person with high levels of upbeat attitude, resilience, politeness, proactiveness, alertness, innovativeness, creativity, ethics and integrity capable of performing a variety of clerical and administrative tasks in meeting the needs of clients in order to ensure their seamless and positive experience with CDC.

Key Duties and Responsibilities

The incumbent will be responsible for performing the following duties:
a. Handling office tasks, such as filing, generating reports and presentations, setting up for meetings, availing time sheets, mail management and reordering supplies.
b. Providing real-time scheduling support by booking appointments and preventing conflicts.
c. Organising meeting venues and travel arrangements such as booking cars and making hotel and restaurant reservations.
d. Screening phone calls and routing callers to the appropriate party.
e. Using computers to generate reports, transcribe minutes from meetings, create presentations, and conduct research.
f. Managing reception or front-desk tasks of attending to visitors / clients.
g. Maintaining polite and professional communication via phone, e-mail, and mail.
h. Handling office cleaning.
i. Performing any other duties as assigned from time to time.
Terms of employment

The posts of Prevention Specialists, Grants Officer, Biostatistician and Administrative Assistant will be on local contract of 12 months renewable upon satisfactory performance and very good disciplinary track record.
